US PRODUCT REQUIREMENTS
Understanding
US Product Requirements
US product requirements depend on the type of product, its intended use and who it is designed for. Before selling in the United States, businesses need to identify the applicable federal requirements and check whether additional state rules affect their product.

Requirements by Product Type
Different product categories fall under different US rules and agencies. Classifying the product correctly is the starting point for identifying the requirements that apply.

Testing and Certification
Depending on the product, compliance may involve testing, supporting records and a product certificate. The evidence needed must be determined against the applicable requirements.

Labeling and State Requirements
Warnings, product information and traceability details vary by category. Some products may also need to address requirements in the states where they will be sold.

We identify the federal requirements that apply to your product based on its category and intended use. We also flag relevant state requirements for the markets where you plan to sell.
Testing and Evidence Review

US MARKET RESPONSIBILITIES
Who Is Responsible for US Product Compliance?
Responsibilities depend on the product and how it reaches the US market. For products covered by U.S. Consumer Product Safety Commission (CPSC) certification rules, the domestic manufacturer or importer is responsible for issuing the required certificate.
01
Identify Your Role
Establish who manufactures or imports the product and which business is responsible for meeting the applicable requirements.
02
Arrange Testing
Obtain the testing evidence required for the product. The type of testing depends on the rules that apply.
03
Issue the Certificate
Where CPSC certification is required, the responsible manufacturer or importer issues a Children’s Product Certificate (CPC) or a General Certificate of Conformity (GCC), as applicable, based on the relevant evidence.
04
Prepare for Sale
Check that the required labels, certificates and records are ready. If the imported product requires a consumer product safety certificate, the importer must also arrange the electronic filing of its certificate data, known as eFiling.
Please note: A testing laboratory provides results, but the manufacturer or importer remains responsible for issuing any required compliance certificate.
US PRODUCT RULES
Key US Product Requirements
US product compliance involves different federal agencies and, in some cases, state rules. The requirements depend on what the product is, who will use it and where it will be sold.
Consumer Product Safety
CPSC
The CPSC oversees safety rules for many consumer products, including toys, children’s products and certain household items. Applicable rules may require testing, warnings, traceability information and a CPC or GCC.
