CANADIAN PRODUCT REQUIREMENTS
Understanding
Canadian Product Requirements
Canadian product requirements depend on the type of product, its intended use and where it will be sold. Before entering the market, businesses need to identify the applicable safety rules and check the testing, labelling and language requirements for their product.

Requirements by Product Type
Different consumer products are subject to different Canadian safety rules. Classifying the product correctly helps identify the requirements that apply before testing or preparing documentation.

Testing and Evidence
Depending on the product, you may need test results or other evidence to show that it meets applicable requirements. Reviewing existing reports early can reveal gaps before further testing is arranged.

Labeling and Language Requirements
We review product and packaging information against applicable rules, including English and French where required. We also flag relevant language requirements in the provinces where you plan to sell.

CANADIAN MARKET RESPONSIBILITIES
Who Is Responsible for Canadian Product Compliance?
Responsibilities depend on how the product enters the Canadian market and the rules that apply to it. Manufacturers, importers and sellers each have duties relating to product safety, traceability and reportable incidents.
01
Identify Your Role
Establish who manufactures, imports and sells the product in Canada. The activities each business carries out determine which responsibilities apply.
02
Check Product Safety
Confirm that the product is not prohibited, does not present a danger to health or safety, and meets any applicable product-specific requirements.
03
Keep Traceability Records
Maintain the supplier and distribution records required for your role so the product can be traced if a safety issue arises.
04
Respond to Safety Incidents
Have a process to assess safety incidents and report those that meet the legal criteria to Health Canada within the required timeframes.
Please note: Sellers also have responsibilities, even when they did not manufacture or import the product. The exact requirements depend on the product and each business’s role.
REGULATORY LANDSCAPE
Key Canadian Product Requirements
Canadian requirements vary by product. Consumer product safety, wireless functions, packaging information and electrical certification may each need a separate review before sale.
Consumer Product Safety
CCPSA
The Canada Consumer Product Safety Act (CCPSA) addresses unsafe consumer products. Specific regulations also apply to categories such as toys and certain children’s products.
Wireless Equipment
ISED
Products with radio functions, such as Wi-Fi or Bluetooth, may need to meet Innovation, Science and Economic Development Canada (ISED) requirements. Applicable devices require certification before sale.
Packaging and Labelling
CPLA
The Consumer Packaging and Labelling Act (CPLA) sets rules for prepackaged non-food products. Labels must include product identity, quantity and dealer details, with certain information in English and French.
Electrical Safety
CERTIFIED
Electrical products that plug into an outlet must meet Canadian safety standards and carry certification from an accredited body. Check the requirements that apply to the product before placing it on the market.
